Accessibility Statement
Commitment
EPSS is committed to making its products accessible to all users, including those who rely on assistive technologies. Accessibility evaluation and remediation for the COutcomes product suite are managed by Mark Fischer, Technical Director. This statement covers the Visualize component of COutcomes. Other product components are undergoing accessibility review and will be covered by separate statements as that process is completed.
Conformance Status
COutcomes – Visualize is evaluated against Web Content Accessibility Guidelines (WCAG) 2.2, Levels A and AA and the Revised Section 508 Standards. The application substantially conforms to these standards. A full Accessibility Conformance Report (ACR) prepared using the VPAT® 2.5Rev International template is available for review:

Evaluation Methods
Accessibility is evaluated through automated and manual methods, conducted internally by EPSS staff. No third-party auditing firm has been engaged. EPSS does not currently conduct formal user testing with persons with disabilities.
- Automated: Siteimprove Accessibility Checker and WAVE Web Accessibility Evaluation Tool
- Manual: Keyboard-only navigation, NVDA screen reader, browser developer tools, and the Text Spacing Editor browser extension
Accessibility Features
- Tables toggle: A control converts all Chart.js data visualizations into accessible HTML data tables, providing a complete non-visual alternative to every chart.
- Screen reader support: Canvas-based chart elements include descriptive
aria-labelattributes identifying the chart type and content. - Keyboard navigation: All functionality is operable without a mouse, with a logical focus order and visible focus indicators throughout.
- Responsive layout: Content adapts to different viewport sizes and zoom levels, including reflow at 320 CSS pixels.
- Color independence: Information is not conveyed by color alone; labels, legends, and text indicators supplement all visual elements.
- Authentication: Login is compatible with password managers and browser autofill; no cognitive function tests are required.
Known Limitations
Chart.js canvas elements are not affected by user-defined CSS text spacing overrides (WCAG 1.4.12). Users who rely on text spacing adjustments should use the Tables toggle to display chart data as an HTML table, which responds fully to text spacing settings. No other Level A or AA conformance gaps have been identified at this time.
Ongoing Accessibility Efforts
EPSS reviews accessibility considerations as part of ongoing product development and maintenance. Accessibility issues identified through testing or user feedback are evaluated and addressed through the normal product update process.
